Question about leveling up skills. Empty Question about leveling up skills.

I'm not really sure what the rules mean by "The least expensive skill within a color group must
be purchased before more expensive skills in the group." when it comes to upgrading your skill.
Can you just get a level 1 skill and then jump straight to level 3?
Or do you have to get level 2 before 3?

You must purchase the level one skill before level 2 and level 2 before level 3.
