Setup explaination is missing the charge-tokens? Empty Setup explaination is missing the charge-tokens?

Hi.

In the setup explanation there are no charge-tokens mentioned, later in the rules-book it states that every player starts his card with full charge counters.
Are these added somewhere else after setup or is this just missing...?
Or is the 2nd information wrong and the players start without these tokens?

The "charging" happens during the "Quest Stage" (page 7 of the rule book) under number 5.
